Stateful dns46 can become corrupted if RULE_INIT is triggered multiple times.
This will cause structures initialized during RULE_INIT to be out-of-sync with session table entries and will cause unexpected outcomes.
If RULE_INIT is re-triggered, all the entries created during the initial RULE_INIT are destroyed and recreated.
