When the key management daemon (keymgmtd) creates or updates a certificate order, it attempts to register new telemetry (stats) rows via tmstat.
Unable to renew CA certs
If this telemetry row creation fails (due to transient resource constraints or other reasons), the current logic prematurely aborts certificate order initialisation entirely, causing the crucial flow to stop.
