Follow the procedure to recover the root password described in. https://my.f5.com/manage/s/article/K35811337. Even though a confirmation message displays that the password has been changed, the new password does not work. At this point, the previous password will also no longer work.
Neither the old nor the new password for the root user will work. Even the other user accounts will be affected. Due to this, users will be unable to access the VE instance.

At the grub menu, ensure that the console is set to tty0, not stty0, per the warning in K4178: Restarting the BIG-IP system in single-user mode: append "rd.break console=tty", rather than just "rd.break" append "rd.break" and ensure you remove the "console=ttyS0" entry that occurs earlier in the line, leaving a "console=tty0" entry in place.
