After a tenant is deleted, the tenant instance may remain running on one or more blades.
After the tenant delete is issued, the user assumes the tenant was removed but it is still present.
The delete request was issued, but a transient internal timeout prevented the instance from being stopped and removed, and the request was not retried.
Toggle the tenant running-state from deployed to configured and then back to deployed.
