Symptoms

HA ConfigSync enters a permanently disconnected state. Error present in the logs: May 7 14:36:35 err mcpd[7116]: 0107142f:3: Can't connect to CMI peer 10.64.245.129, TMM outbound listener not yet created

Impact

Config changes on the active unit are not synced to the standby

Conditions

Any of the following: - A config sync address is changed to some other address - Self-IP used previously by config-sync is modified - A MCPD crash followed by a license install

Workaround

A `bigstart restart tmm` on the Active unit fixes the issue. Note - restarting tmm will impact all traffic processing on the unit
