Symptoms

The user cannot open or edit Access Policies in the Visual Policy Editor (VPE). Opening /Common/<AP> fails with an error stating that starts_with is not a valid Tcl expression operator and a warning that it may cause TMM compile failures after restart.

You are unable to load Access Policies containing starts_with expressions after upgrading to 17.5.1.8
