The user is unable to open or edit Access Policies in the Visual Policy Editor (VPE). When trying to open /Common/<AP>, an error occurs indicating that "starts_with" is not a valid Tcl expression operator. Additionally, there is a warning stating that this issue may lead to TMM compile failures after a restart. Furthermore, VPE rules that do not begin with "expr {" are flagged as errors
