Bug ID 2570365: With a small numbers of total connections, Static Bandwidth Controllers can unexpectedly restrict the available bandwidth

Last Modified: Oct 21, 2026

Affected Product(s):
BIG-IP LTM(all modules)

Known Affected Versions:
17.1.3.6, 17.5.1.10, 21.1.0.3

Opened: Oct 13, 2026

Severity: 3-Major

Symptoms

When the BIG-IP handles only a few connections, the speed of a connection might be restricted further than expected depending on how the existing connections are distributed between different tmms. As a result, a connection might not be allocated the full remaining available bandwidth.

Impact

The connection speed depends on its tmm assignment relative to other existing connections.

Conditions

- Static Bandwidth Controller configured on a Virtual Server. - A small number of connections handled by the Virtual Server. - Connections are handled by different tmm threads.

Workaround

Use a Dynamic Bandwidth Controller instead of a Static Bandwidth Controller.
