The tmipsecd daemon restarts when high availability (HA) state transitions occur. Restart should occur only when the device leaves Active state.
There is no negative impact to tmipsecd restarting. By design, tmipsecd restarts if it loses connection to tmm. As a result, if tmm fails, the tmipsecd logs restart messages.
