Symptoms

You cannot create non-ASCII entities (such as URLs and parameters) in a non-UTF-8 policy using REST.

Impact

You cannot create an entity (such as a URL or parameter) which contains non-ASCII characters using REST.

Conditions

Workaround

Use UTF-8.
