BIG-IP Virtual Edition (VE) doesn't use split planes (htsplit is disabled). This means the data plane and control plane share every CPU core, whether that is a hyper-thread core or not. However, the Dashboard allows you to select CPU data for 'Control Plane' beside System Average.
Dashboard chart title creates confusion.
