An attempt to downgrade chassis partition services to versions older than F5OS-C 1.4.0 fails with this error: "Partition database upgrade compatibility check failed." The validation logic prior to F5OS-C 1.4.0 does not permit tenants to be in the 'deployed' state during the schema change.

You cannot downgrade partition services for this chassis partition to F5OS-C 1.1.x, 1.2.x, or 1.3.x from any higher version.

Tenant is in a 'deployed' state.

1. In the partition manager CLI or webUI, change the running-state for all tenants to 'configured' or 'provisioned'. 2. Perform the downgrade for the chassis partition. 3. When the chassis partition downgrade is complete, return the tenants to the 'deployed' state.
