Windows logon integration does not work with TLS 1.3 on windows 10 and Windows 11

Impact

Windows failed to establish connection

Conditions

If TLS 1.3 is enabled and other TLS versions are disabled on BIG-IP virtual server

Workaround

Enable other version of TLS to let Windows Logon client to fallback to older version of TLS protocol
