Creating a new firewall rule and selecting 'IP' in the drop-down Protocol menu, the protocol number will show 0 but the drop-down menu will still show 'IP'. However, IP protocol 0 is HOPOTS.

After selection of the IP under the 'Protocol' field, when the cursor moves away from the 'Protocol' field it resets the drop-down selection to HOPOPTS.
