After running config sync from an Active to a Standby device, the sync status is in SYNC for a short period time. After a while, it automatically goes to Changes Pending status. The same symptom was reported via ID698757 and fixed in earlier versions, but the same can happen via different scenario.
The high availability (HA) configuration goes out of SYNC.
Create an ASM policy and let the system determining language encoding from traffic.
To prevent the issue from happening, you can manually configure language encoding
