The Webroot database file version does not change because the Webroot database is partially updated and fails (even if the expectation is to update every 24 hours).
The Webroot database is missing partial updates. Any URL added, deleted, or updated as part of a partial update is not added to the Webroot database file. Any security issue fixed in the Webroot database will also be absent from the database.
