Failed QUIC/HTTP3 connections.
Configure virtual server with quic + client-ssl with Data 0-RTT enabled (w/ anti-replay). QUIC client connects with existing session and early data.
Disable client-ssl Data 0-RTT.
Release SSL egress data.
