After a power down event, in a rare occurrence, the Software Management service can keep on restarting leaving the controller in bad state with ConfD down and Openshift install stuck.
Platform services will be down, resulting in the controller being in a bad state. ConfD will not be accessible.
It can occur on a fully loaded chassis if any of the ISO's *_state or *_mount file contents are missing after power down event.
Check for the empty *_state or *_mount files under /var/import. Delete the empty files and restart Software Management service.
