Symptoms

In rare instances, tenant deployment results in the tenant being stuck in "INOPERATIVE" state, with MCPD connection failures and "Key header check failed" error messages in logs.

Impact

Tenant functionality is disrupted, rendering key features and services inaccessible due to MCPD failure in the "INOPERATIVE" state.

Conditions

Issue occurs after performing a live installation and deploying a tenant

Workaround

Restart the API service gateway and ensure it does not log errors while retrieving the tenant unit keys. If the problem persists, restart the tenants. If the problem continues to persist after number of tenant restarts, deploy new tenant and load UCS.
