Symptoms

TCP connections may stall in some circumstances resulting in cessation of transmissions on the connection. This results in a stalled connection from the peer's perspective.

Impact

TCP connection stalls until peer resets the connection or idle timeout expires.

TCP now correctly schedules its timers in all cases.
