When resources are low, the TMM might crash when generating the cookie on the server side if there is no expected internal persistence data present.
Traffic disrupted while tmm restarts.
In low resource situations, the client side might fail to record persistence data. Thus the persist struct pointer is NULL. On the server side, an ASSERT triggers on that NULL pointer.
