A user cannot pass the access policy if it includes the Client Cert Inspection item, the certificate is located on a smart card and the client uses the APM Windows Logon Integration.
It is impossible to use certificates from a smart card with client cert and on demand cert inspectors in policy used by Windows Logon Integration.
