VXLAN works even though a BIG-IP does not have SDN license installed.
VXLAN works, but then not work after upgrading since it is supposed to be restricted with the SDN license.
This occurs when using VXLAN on the 11.4.1 release.
Ensure you have the SDN license if you need VXLAN functionality.
The system now ensures that the SDN license is required in order to use VXLAN.
