BWC net policy (even max rate) applied to all flows/virtual servers by default and leads to no HW acceleration.

Default creation and assignment of default-bwc-policy has been removed. BWC used to create catch all policy called "default-bwc-policy. MCPD no longer creates this policy by default nor it deletes it by default when all the bwc policies gets deleted. This default-bwc-policy used to get attached to any flow which does not have any other bwc-policy in the system. This is no longer true. This is what has been changed. 1. default-bwc-policy is not created by default when first bwc policy is created. 2. default-bwc-policy does not need to deleted by default when last bwc policy is deleted. 3. The name default-bwc-policy is treated similar to other bwc policy and one can now create bwc policy by this name and use it as required. It does not have any special usage. 4. All the flows that do not have default-bwc-policy no longer get this policy by default.
