Network Access is established regardless of Proxy Auto-config (PAC) download status which can cause unwanted behavior.
Unwanted behavior of Network Access in case of download failure.
PAC download is configured for Network Access.

Network Access connection will not be established if the PAC file specified in Network Access resource cannot be downloaded within 30 seconds.
Proxy Auto-config (PAC) download error is now treated as critical error for Network Access. Network Access connection will not be established if the PAC file cannot be downloaded within 30 seconds.
