An HTTP policy action is not performed on an HTTP request despite the fact that the request contains a cookie that matches the policy condition.
Policy actions are not always performed.
Applying an HTTP policy that has an HTTP cookie condition to a virtual server. This could occur when a policy is associated with a virtual server in tmsh or the configuration utility or during system startup.
Use an iRule rather than an HTTP policy.
An HTTP policy that matches a cookie now works reliably.
