When VPE in read-only mode (for example Auditor role, or partition admin in Common), when action properties is open, it is not possible to switch to Branch Rules tab.
Unable to read branch rules configuration.
For every user that works in read only mode
This issue have no workaround
A user who can access visual policy editor in read-only mode can now switch to the Branch Rules tab.
