EdgeClient isn't able to connect to APM showing "Couldn't update component due to lack of priveleges" error logs. EdgeClient tries to connect in loop.
User isn't able to connect to VPN.
* Client machine has no InstallerService. * Client machine has installed 11.3.0hf3 (or older) user-scoped client components and 11.3.0hf5 (or newer) machine scoped components.
Remove user scoped components using CTU.
Resolved issue where InstallerService is not installed and Internet Explorer is used so that the correct newer components are employed to avoid reconnect looping when per-user is used, instead of per-machine.
