The mssql monitor marks one pool member down that was considered up by the earlier software version. Other units upgraded from version 10.x that are monitoring this pool member are fine.

This occurs after upgrade from version 10.x.
There is a Microsoft hotfix for SQL Server 2008 that resolves this issue. After applying SQL Server 2008 R2 SP4 to the server, encrypted communications function correctly.
