Settings in /ltm dns cache global-settings do not sync between HA members.
Each HA member acts on its own dns cache global-settings when it is processing traffic.
This occurs in the /ltm dns cache global-settings on HA configurations.
You can set the configuration on each HA member.
Settings in /ltm dns cache global-settings now sync properly between HA members.
