VPN installation is not launched under Protected Workspace (PWS) on Microsoft Windows 8.1.
User can't install VPN components under PWS.
Client OS is Windows 8.1. Protected mode of Microsoft Internet Explorer (IE) is enabled and APM is not in trusted sites.
Disable IE's protected mode or add APM to trusted sites.
VPN installation now launches under Protected Workspace (PWS) on Windows 8.1.
