When the same Rating Group is assigned to different PEM rules in the same PEM policy, the BIG-IP system sends two MSCC AVPs in CCR messages to PCRF and OCS and creates 2 Quota Buckets with the same Rating Group ID (shows 2 Rating Groups with same ID in pem_sessiondump).
When Rating Group is assigned to different PEM rules in same PEM policy BIGI-P will send two MSCC in CCR

Use different PEM policies for that.
This issue is fixed that a Rating Group can be assigned to different PEM rules without extra MSCC in CCR
