Secondary blades are not receiving OSPF multicast packets. Consequently, when failing over from one blade to another on a chassis-based system, the new primary blade does not send out an OSPF grace-LSA packet.
OSPF does not failover properly.
Occurs when the primary blade fails over on chassis-based systems configured for OSPF.

IP multicast packets can now be delivered to all blades so that OSPF failover can occur.
