This issue is encountered when a user attempts to edit or add new user-agent definitions when existing ones are already present. Validation code encounters duplicate keys on save and throws an error. This prevents the user from adding the new user-agents.
Saving user-agent changes/additions from the variations page is problematic when usr-agents already exist.
Attempting to edit or add new user-agent definitions when there are existing ones.
Use tmsh to edit existing user-agent entries. remove existing user agents from list before adding new entries.
