Upgrading a device from 10.x fails unless both sides have a management IP configured in their config-sync settings before the upgrade.
Sync will not work between your two devices.
You are trying to upgrade an HA pair from 10.x.
Before upgrading, tell each device about the other's management IP.
Upgrading a device from 10.x formerly would fail unless both sides have a management IP configured in their config-sync settings before the upgrade. This is now no longer required, although it is still encouraged.
