Customers cannot use the GUI to reorder firewall rules.
Firewall reorders do not work properly.
The rules can be reordered after rebuilding mcpdb but after a few hours they are unable to reorder them again.
Use tmsh to reorder the rules.
Fixed issue with firewall rule re-ordering in the UI.
