Sometimes BIG-IP VE (running inside Amazon AWS) in a high availability (HA) might crash due to low memory condition.
VE uses the JVM (Java) module for HA. Due to default JVM settings, if JVM starts before TMM, TMM crashes because it does not have enough memory for its initialization.
This occurs on BIG-IP VE configurations running inside Amazon AWS environment.
