If network HSM is improperly configured (perhaps via upgrade path) it may lead to a TMM crash.
BIG-IP failover
Use of Network HSM and DNSSEC fips keys.
This issue has no workaround at this time.
TMM no longer crashes if network HSM is improperly configured.
