Redirect address max length that PEM reads is 64 bytes from the redirect address AVP in Gy message.
Redirect address should be always less than or equal to 64 bytes. With this, redirect will fail.
OCS sends redirect address with more than 64 bytes, then only 64 bytes is read for redirect.

The max length of the Gy redirect address has been increased from 64 bytes to 256 bytes to accommodate the majority of the use case in real world.
