BGP next-hop statement is ignored under certain conditions.
The wrong address is used for BGP routing, which might create a routing blackhole after failover.
1) BGP advertises 'next-hop' which is also a float self-IP. 2) If the floating self-IP is removed from the system, BGP advertises the local self-IP as 'next-hop' instead ignoring the route-map.
