User cannot change settings in OWA2013.
Conditions leading to this issue include: Internet Explorer 10 or 11 and OWA2013.
This issue has no workaround at this time.
Now it is possible to view and/or change settings in OWA2013 via Portal Access using Internet Explorer 10/11.
