External hardware security module (HSM) license option is not shown on FIPS platform licenses. On some licenses, external HSM license option is shown for Link Controller, which is also incorrect.
Network HSM on a FIPS platform does not work unless there is an add-on license. This does not affect the FIPS functionality itself.
This occurs on FIPS platforms.
To work around this, generate an add-on key for External HSM and use that on a FIPS platform.
External HSM license option is now shown on FIPS platform licenses.
