Symptoms

BWC is not enforced after PEM subscriber referential policy is replaced with another referential policy, and the new PEM policy references a different BWC policy.

Impact

Low, as there is a workaround.

Conditions

The issue only occurs if /Common/dynamic_spm_bwc_policy is not defined.

Workaround

Create /Common/dynamic_spm_bwc_policy manually.

Fix Information

Remove unncessary check for /"Common/dynamic_spm_bwc_policy" object while setting the BWC action.
