When session is marked for deleted, CCR-T is sent over diameter. If PCRF responds CCA-T with error code 5002, this means PCRF is not aware of this session and no point keeping the session from PEM perspective. This session should be completely deleted.
Some old sessions will still be present, just memory wastage.
CCR-T sent and PCRF responds with 5002 in CCA-T

PEM will now clean up the session if CCA-T received with 5002 error code.
