IF PCRF does not choose to provision the session, then it is desired that session be deleted and no CCR-T be sent. Providing an option here to do that.
Unwanted CCR=T being sent to PCRF and session not being deleted.
PCRF does not provision the session and PEM sends CCR-T anyway and does not delete the session.

DB variable Tmm.pem.diameter.application.silentDelete.prov.error.sessions is available. It should be set to enabled if sessions need to be silently deleted.
