Symptoms

On a cluster, installing a new card while Primary is not in quiescent state leads to pccd state being out of sync between two cards.

Impact

Pccd state being out of sync between two cards.

Conditions

This occurs when the system is not in a quiescent state when adding a new blade to a cluster.

Workaround

The system must be in a quiescent state before installing a new card. If the blades are already out of sync, restart pccd on all blades (bigstart restart pccd).
