Some changes done to the Local User DB (for example, deleting a user) might be lost.
Deleted users might reappear in Local User DB, or newly added users might disappear.
This occurs when a UCS System archive is restored and the system is rebooted.

Now, the Local User DB does not change when manually saving or loading a UCS file.
