Symptoms

Cannot delete a region even though it is not referenced by any record.

Hard to manage topology regions.

Conditions

This occurs after a failed attempt to delete a region that is referenced by a record.

Workaround

Restart mcpd.

Fix Information

Can now delete regions after failed deletion.
