When a policy is changed and published, its publishing date is kept in memory and does not go into configuration file. When a configuration is reloaded with an explicit command or after reboot, it shows an incorrect policy publishing date.
Reloading the configuration shows an incorrect policy publishing date, and the policy publishing history is lost.
