Auto updates of the IP reputation database.
As a workaround, you can disable auto updates of the IP reputation database (See SOL13875). If/When they'd like to update it, they can turn on auto updates, wait for a new version to be downloaded, disable auto updates and then run the following command which will forcibly reload the database: tmsh load sys iprep
TMM no longer restarts when the IP reputation database is being updated.
