URLCAT stats command causes TMM crash when urlcat license is not installed.
Traffic disrupted while tmm restarts.
The system does not have PEM URLCAT license. The URLCAT stats command is invoked.
Do not use PEM URLCAT stats if the license is not installed.
License check is now performed before command is run.
